Socio Economic Reforms suggested to Honorable Prime Minister Shri Modi

We prayed Lord for those good days when we can see affectionate progress in India and perhaps the day has come now in front of us and I trust that YOU ARE THE ONLY AND ONLY SURVIVING HOPE OF THIS LAND. Many people inside and outside India thought that Money, caste, and Liquor play a vital role in Indian Politics. Proving that this inference is wrong, Indian voters today had chosen one and only one party as their hope. Keeping all this aside, the role responsibility of the Government in the days is really a challenging one. As a person bringing out “Common Universally Acceptable Paper Currency” subject way back in 1983 which is accepted by University of Economic Sciences Berlin for their International as well Regional Concept, I have some contribution to the stable growth of our economy. I expect some reforms should take place and only then at ground level we can reassure public that “the Government is by the public, of the public and for the public”. 1) The first reform relates to unfair promises given by political leaders in their manifesto. Many political leaders in order to come to power, started offering unusual gifts to the public and make public believe that these are workable. For example, one such is “Liquidation of Agricultural Debts”. This kind of relief is certainly acceptable when a calamity takes place and all are equally affected. But pronouncing debt relief as a general criteria speaks much on - a) those who honestly pay their debts; 2) the banking system as money with the banks is public money and not for free distribution; 3) get other progressive programs diluted on account of diversion of resources to these unhealthy promises. But today, whether we admit or otherwise two Governments have come with similar programs the first being Andhra Pradesh and the second being Telangana. The State of Telengana went a step forward and trying to give relief even to Gold Loans which is considered to be a secure asset in the hands of the Banks. There are many ifs and buts to disown these proposals by the Central Government. But how to come out of it – is the only matter that is in front of all of us. Giving relief means – nothing else than diversification of funds collected in the form of direct or indirect taxes from the public. The next question is that whether such relief is essential to be considered on priority by the Central Government? I have a few suggestions, though it is not possible to discuss all the points on this small paper, but surely a via media solution is always and forever possible. One such point is that granting a loan equivalent to the amount of relief to be given to the State Government which should be liquidated by the Concerned State Government within four years, so that the steps taken by the concerned State Government shall stand cleared within the time frame of it being in the power. This load shall not go to the next Government elected by the public whosoever they are. The Second point is that allowing the State Government to raise Government Bonds equivalent to the quantum of relief fund and the Bonds getting redemption from fourth year till fifth year. In this case the State Government will raise funds on its own and repay the same during its tenure. In both the cases, there will not be any impact on the funds of Central Government. However, these kinds of reliefs shall surely demoralize the honesty as well the banks. Many banks went into liquidation in Germany between 1930-40 due to wrong decisions taken by the Government. This kind of situation should not enter Indian banking System and the entire system will collapse due to such kind of mishandling. 2) The second reform which I expect – is expected to boost up the morale of Indian Citizen. Today most of the public get their settlements done out of court – through Goondas etc for the only one reason, that the cases in the courts get unusually delayed both in civil and criminal cases. All kinds of care is to be taken while judging a case on its merits but that does not mean too much of time to be taken. : Justice delayed is nothing but justice Denied: - this is what basically law says. Hence Judicial reforms are essential in this country. A Study about the cases filed and pendency of the cases at several levels of the system, and cases cleared would reveal our position. As a common man, I expect that any case be disposed off within a year maximum. What comes into the way is adjournment of the cases, sometimes the defense counsel is not present, sometimes petitioner is not present and sometimes some other reason. Limiting the adjournments to a maximum of three either side would speed up the matter and all cases filed are disposed off within a time limit fixed. These kinds of measures would certainly speed up the matter and timely justice would become possible for the Citizens. Where adjournment is sought beyond the prescribed limit fixed by the law, in such cases a percentage of penalty on the suit amount is recovered from those who seek adjournment. Thus in inculcates discipline and both parties would prefer disposal of their cases on time bound. 3) I have yet another expectation on poorer section of the society who still lives in slum areas. It will be a practical problem and a heavy load on the Government to provide shelter to all those who live in slum areas. It is also a socio economic problem for all of us being the citizens of India. We also should not expect all the matters from the Government, when it is practically impossible for the Government to produce all kinds of boons from infinite. Hence I have the following suggestions for implementation of this scheme. The formulae are that 1) slum area population in a locality, their occupation of the Government Land, would be the base for this calculation. For example let us assume that there is a slum area of 2 acres where 500 families live. This can be worked out providing the slum area half an acre of the land where multi storied building of one bed room flats be constructed and given for all the five hundred families, whereupon one and half a acre would become the absolute property in the possession of the Government. The development and construction work is to be entrusted to such Software Company for their adoption whereupon the company gets a total exemption on income and funds received say for a period of three years or so. The one and half a acre land which becomes free from the slum area shall be given for lease for parks or entertaining or sports activities and the income generated out of it, would be accounted either for the Government or for socio economic activities undertaken by the Government either in the said land or outside of it. 2) The second scheme is that all those who live in slum areas are provided housing loans against the mortgage of the flats and the housing loan on a subsidized interest be liquidated in convenient installments so that the slum area people are provided with houses from their own funds. The rest of the lands which comes out of the slum area be utilized for sports purposes, as today, most of the schools do not have lands for games, and many children play cricket etc only on roads of India today either in cities or in villages. 4) I expect another reform – FULL TANK LEVEL - which is known as FTL. We have lakhs of ponds in India and almost each village, town or city has a lake or a pond. Unfortunately unauthorized occupation of this land and local politics allow the land to be grabbed while reducing the tank area. This has a serious impact on the society. These tanks would help us to preserve underground water resources. It is impossible for any Central Government to expect the local Government to take care of the land and total area, as the locals have their own problems. Statistics reveal that a majority of the tanks are either occupied or filled up causing heavy damage to the ecological balance. It is a fact that tomorrow war between people or states would take place only and only for water. At micro level putting up of conditions that each apartment should maintain rain water harvest – is a small step to protect underground water. But at macro level, the society should also adopt such techniques which would help them to have sufficient water storage tanks for making them self sufficient. Today unfortunately we are dependant of diverting the water from some nearby river by spending crores of rupees; or by lifting the water from different areas to supply to a city etc. These schemes are expensive, and instead of going for such type of expensive schemes, it would be proper for the Central Government to take the problem into their hands and declare all tanks in the country as NATIONAL PROPERTY. The next step is preservation of water and beautification. Each tank may be leased out to corporate sector for their adoption and maintenance. Their duty is to preserve the tank and maintain it neatly while boating, gardening and park facilities shall become revenue generating activities for such of those corporate who undertake the maintenance. There might be some exception where corporate sectors may not prefer, but an initiative towards this would help us to take such steps that would become necessary. One thing to be remembered is that ALL WATER IN THE COUNTRY SHALL BE THE NATIONAL PROPERTY and there cannot be any individual or state ownership. Only at this point, we can also think of Ganga Kaveri Scheme and similar such schemes of linking rivers in the country. 5) BAN BEGGING IN RAILWAYS - I also expect decency in the Public Transportation system. I am not against providing shelters to the less fortunate in the society. However that is entirely a separate subject. Begging in Trains speaks 1) that we have no control on the systems and we allow any one and we respect even a ticketless passenger, 2) that we do not have any administrative control on Government Property, 3) we do not hesitate to keep the properties of our legitimate passengers at risk as no one bothers who enters and who goes out, and 4) we expose our weakness to all foreign tourists and allow them to speak worst of ourselves in their respective countries. The Indian Railway System has many control points, 1) at the entry of the station, 2) in the bogies where we have Train Ticket Examiners, 3) at the exist and in between many checking points and many cross checking staff. Amidst all measures beggars are permitted into the bogies where they can move freely and beyond questioning. The IRCTC has also many contractors travelling in the trains, but unfortunately none of them have a SENSE OF BELONGINGNESS to their bread giving institution. They do not feel that it is their duty to keep the bogies clean and neat and free from beggars. They are also equally responsible for the unholy scenes in the Railway compartments. I expect that a law is passed by banning begging in the Railway Stations or in Railway Compartments. Each of the staff whether it is a TTE or an IRCTC vendor – both of them carry equal responsibility of keeping the compartments clean and neat and away from beggars threat. I am a proud citizen of India and MERA BHARAT MAHAAN, yes, surely, if not today, we can all see a Great Bharat in due course of time. We are dedicated for their cause; we remain indebted to this Great Country, to the Great Mountains, to the Great Forests, to the Great Waters, to the Great Seas and to the Great Temples. I am prepared to associate myself with any program and I am prepared to surrender my time, energy and resources if they are in any way useful to the rebuilding of the country.
